"Equality and Human Rights Impact Assessments: making them work for you"

Centre Co-Director, Dr. James Harrison will be speaking at an event in Edinburgh entitled "Equality and Human Rights Impact Assessments: making them work for you" on 1 October in Edinburgh. The event is designed to explore how Equality and Human Rights Impact Assessments (EQHRIA) can be used as tools that can help any organisation, whether public, voluntary or private to improve the lives of the people of Scotland. Dr. Harrison will be talking about the The 10 Good Practice Building Blocks which he designed to assist public authorities and those carrying out public functions in Scotland to undertake equality and human rights impact assessments (EQHRIAs) that will lead to better outcomes for the individuals and communities they serve. Centre Advertising Phd on Impact of Welfare Reform

The Centre for Human Rights in Practice is currently advertising a fully-funded Phd studentship on the human rights and equality impact of welfare reform. The closing date is 15 May.

The project is a collaboration between the Centre and Coventry City Council. The ESRC-Funded Collaborative PhD will investigate the human rights and equality impacts of welfare reform, public spending cuts and cost of living increases on vulnerable groups and individuals in Coventry.

On 4th and 5th November 2013, co-director of the Centre and Academic Lead on Global Governance, James Harrison, spoke at the Austrian Scientific Foundation for International Developments (ÖFSE) in Vienna. His keynote presentation was on Human Rights Impact Assessment: Potential and Challenges in the Development Context and can be viewed on the ÖFSE’s website. He also delivered a second presentation named Human Rights Impact Assessments of Free Trade Agreements: What is the State of the Art?

These talks drew extensively upon previous published work by James.

Using Human Rights and Equality to Analyse and Challenge the Public Spending Cuts - Report of an Expert Workshop

On 6th November 2012, James Harrison, Mary-Ann Stephenson and Ann Stewart organised an expert workshop to examine existing approaches to analysing and challenging the public spending cuts using human rights and equality law. The workshop included leading academics, legal practitioners, civil society activists and trade union representatives. ]

This week we lauch the report of that workshop. The report highlights various key findings of existing approaches that will be useful for those interested in work in this field. It also identifies a number of recommendations for future action to promote future analysis and challenge; The creation of web-based resources; the production of further guidance and research; the formation of a network of actors and further workshops and training events. Workshop on Equality and Human Rights Approaches to the Public Spending Cuts

On 6 November, the Centre for Human Rights in Practice brought together a select group of experts - lawyers, civil society activists, trade unions and academics from across the UK - to discuss human rights and equality approaches to the public spending cuts.

Since the coalition Government introduced its programme of public sector austerity in 2010 equalities and human rights legislation and standards have been a key tool for civil society groups, unions, lawyers and academics to analyse and challenge the public sector spending cuts. With the austerity programme now looking set to continue for the next decade, this is an important time to reflect on our experience and plan for the future.

The workshop gave rise to a range of ideas for future action and a report will be produced and publicised on the website which includes ideas for next steps.

Centre Co-Director gives evidence to Canadian Parliament

Since 2008 the Centre has provided support and methodological guidance to the Canadian Council for International Co-operation (CICC) and the Canadian Parliament's Standing Committee on International Trade with regard to proposals for a HRIA of the Canada-Colombia Free Trade Agreement (FTA).

In June 2012, Dr. Harrison was asked to give evidence to the Standing Committee on International Trade (CIIT) of the House of Commons of the Parliament of Canada in relation to the first year's human rights report. His written evidence is available here.

Dr Harrison commented: "It is a shame that this first report does not reflect the hard work that has been undertaken by so many people to create a rigorous human rights reporting process. As academics, it is our job to push policy-makers when their efforts do fall short, in the hope that there will be improvement in the future."

Joint Centre Project with Mekele University in Ethiopia

The Centre for Human Rights in Practice is undertaking a joint project with Mekelle University Center for Human Rights to identify the human rights and equality impacts of trade agreements in Ethiopia. The study aims to undertake a scoping study on the human rights impact of Ethiopian accession to the WTO and the Economic Partnership Agreement between African Caribbean and Pacific countries and the European Union.

The report is planned to be launched in Septmber.

Charra Tesfaye Terfassa, lecturer at Mekele University and the main author of the study said " We hope that the results of the scoping study will serve as the basis for a full scale study which we will seek funding for. In addition, this will the be the first equality and human rights impact assessment in relation to the trade agreements of a Least Developed Country. This study therefore hopes to offer insights in to how other studies of LDCs might be produced in the future."

Dr James Harrison, Co-Director of the Centre for Human Rights in Practice (CHRP), commented "It is great to this kind of initiative taking place. We very much hope that this will be the start of a longer term relationship between our two Centres."
