These pages provide access to the Coventry City of Culture 2021 Performance Measurement and Evaluation Strategy.

This strategy was developed in partnership with both Universities, the Coventry City Council and the Coventry City of Culture Trust. At its heart is a Theory of Change for evaluating the cultural, social, economic and health and wellbeing and other impacts of the City of Culture 2021 programme and activities on the City and its peoples. The planned outcomes of the Theory of Change drive the work and planning of the City of Culture Trust in preparation for 2021. From the Universities’ perspective, wider research and engagement should be similarly tied to the outcomes, so that impacts can be captured and curated as part of the wider PM&E project.

There will be regular interim reports which will be published here and major reporting milestones in 2022 and 2024.

PM&E Strategy

UK City of Culture 2021 will engage the youthfulness and diversity of the city in its cultural offer and shaping and leading the city. To ensure the programme meets local and regional needs and is evidence-based, the City of Culture Trust has developed a proactive Performance Measurement & Evaluation Strategy based on a theory of change.

Coventry City of Culture Trust

The Trust was established in 2015 to lead Coventry's successful bid for the title. Coventry intends to run a spectacular year of events that will put the spotlight on the city and its communities and act as a major catalyst for change in the cultural landscape of the city.

Theory of Change & Logic Model

Coventry is a city of diversity and youthfulness. However, significant challenges exist for Coventry City of Culture and its ambitions to create the foundations and legacy for cultural, social and economic prosperity. The planning and delivery of CoC 2021 are led by a logic model of agreed outcomes and indicators, that determine activities and outcomes for the programme.

Performance Monitoring and Measurement and KPIs

Performance monitoring and management is a results-based tool that enables the Trust to set out how they intend to measure the performance of initiatives. Performance monitoring and measurement falls under the remit of the Trust in collaboration with stakeholders.

Evaluation

Evaluation falls under the remit of the University of Warwick and Coventry University, and has been designed to assist the Trust in assessing the performance of initiatives from preparations, events in 2021 and beyond to a legacy evaluation in 2024. A methodology statement has been developed which outlines core deliverables, evaluation questions and evidence.
