“Dropping the Ball”?: The Clinton Administration and the Spectre of Terrorism, 1993- 2001

My thesis aims to provide a theoretically grounded and empirically rich response to the question of whether the Clinton administration did ‘drop the ball’ on terrorism. The research questions at the heart of this study are as follows:
- What were the key characteristics of the Clinton administration’s counter-terrorism policy?
- How effective was the Clinton administration’s counter-terrorism policy, judged against its own stated objectives?
- How much authority and direction did Clinton give to the various agencies of the national security state to combat terrorism?
