How is LEGACY developing its method of measuring ‘learning gain’

The Times Higher Education (THE) recently wrote an article on the progress on an appropriate methodology to measure Learning Gain. Researchers at the University of Cambridge are analysing data of a developed method which could be used assess the Learning Gain - it takes approximately 20 minutes, could this be the key to wide-scale development.
