Module content and teaching

Principal aims

The main aim of this module is to develop an advanced understanding of political approaches to the study of public policy. The concern is to identify and analyse the scholarly currents and traditions of policy studies, core concepts in policy analysis, and the main theories of policy change and innovation.

Principal learning outcomes

The objective of the module is to promote critical analysis not so much of particular policies – although those are analysed – but of the very processes of policy making in modern democracies. Students should learn to move well beyond simplistic, instrumental analysis of policy – choosing good means to given ends – and start to appreciate the complex social, political, historical, economic, institutional and motivational forces that establish certain policies and frameworks in practice. Students will learn to comprehend and work with the concepts and language of academic policy studies, as well as to critically assess claims and evidence deployed in real policy debates. This learning will be displayed through analytical essay writing and the presentation of arguments in seminar discussions. By the end of the module, students should have acquired a sound knowledge of key traditions and theories of public policy, and be able to apply that knowledge in a critical, analytic fashion.
