DESCRIPTION:Abstract In his talk\, Dr. Dubovec will explore the various c
 hallenges in reforming secured transactions laws\, and their impact on t
 he effectiveness of such reforms. The use of various soft-law models as 
 the blueprint for reforms as well as the integration of novel secured tr
 ansactions laws within existing legal frameworks will be examined. The t
 alk will identify several areas of the legal framework of reforming juri
 sdictions that typically require particular scrutiny. These include: the
  effects of prudential regulation on secured lending\, investigated join
 tly with Dr. Castellano as part of a research project aiming at promotin
 g inclusive and sustainable access to credit\; the interactions of secur
 ed transactions law reforms leasing and insolvency law\; and the effecti
 ve role of new technologies in national reform process. Dr Marek Dubovec
  - Biography Marek Dubovec earned a law degree from Slovakia in 2003\, a
 nd a Master’s degree (LL.M.) in International Trade Law in 2004 and Doct
 or of Juridical Science degree (S.J.D.) in 2009 both from the James E. R
 ogers College of Law\, University of Arizona. Since 2004\, he has been w
 orking at NatLaw in Tucson\, Arizona where he is now the Executive Direc
 tor. Marek has been involved in a number of secured transactions reform 
 projects in i) Africa\, including in Ethiopia\, Ghana\, Kenya\, Liberia\
 , Malawi\, Mozambique\, Nigeria\, Sierra Leone\, South Sudan\, Tunisia\,
  Zambia\, and Zimbabwe\, ii) Asia\, including Bangladesh\, Pakistan\, an
 d The Philippines\; ii) the Middle East\, including the UAE\; and iv) La
 tin America\, including in Colombia\, Honduras\, Mexico\, and Peru. Mare
 k’s areas of interest and expertise include access to secured credit in 
 general\, agricultural and warehouse receipts financing\, investment sec
 urities\, prudential regulation\, and the effect of distributed ledger t
 echnologies\, such as blockchain on commercial law and practices. He tea
 ches UCC Article 9 Secured Transactions and International Commercial Tra
 nsactions at the James E. Rogers College of Law\, the University of Ariz
 ona. He has written a number of books and articles on secured transactio
 ns laws and reforms\, and related aspects such as investment securities\
 , warehouse receipts and prudential regulation. Dr Dubovec is currently 
 (June 2018) Visiting Fellow\, at the University of Warwick\, School of L
