European Belarus Forum Policy Report - "A European Strategy for Belarus's Future"
We are pleased to publish a Policy Report in connection with the European Belarus Forum conference held in Brussels on 13 December 2025, which focused on practical strategy-making for Belarus's future peace and prosperity.
The Policy Report proposes five strategic priorities for European states and non-state actors in their policy on Belarus. These relate to: ensuring that the peace negotiations over Ukraine also help to secure Belarus's future independence; capacity-building for the Belarusian democracy movement; continuing to press for the release of political prisoners and holding the Lukashenka regime accountable for its human rights abuses; working towards Belarus's integration into Euro-Atlantic institutions; and promoting economic support and reform for Belarus's future transition.
The European Belarus Forum initiative is a collaboration between the Warwick Ukraine-Belarus Hub and the Stockholm Centre for Eastern European Studies. The half-day conference in Brussels convened around 40 people as part of a wider series of events, the Belarus Days, organised by the European External Action Service and European Commission, in cooperation with the European Parliament.
