Dr Ray Evans was the Head of Education Access, the service for 'looked after' children in the City of Coventry. Ray was previously Senior Educational Psychologist for Coventry LEA before taking his doctorate. Ray took his PhD with Geoff Lindsay, investigating the educational outcomes of children looked after by local authorities. He has acted as adviser to the Department of Education and Skills on looked after children
