Starkey studied Fine Art at Portsmouth School of Art from 1963 - 5, followed by teacher training at Cardiff.  From 1971 - 3 he trained at Harrow college of Art under Michael Casson and Victor Margrie.  In 1973 he established a saltglaze pottery at Hunworth in Norfolk and in 1975 set up the Dartington Pottery Training Workshop with Peter Cook, now Dart Pottery.  He has a workshop in Hertfordshire and lectures at South Glamorgan Institute of Education.
