Development of Pakistan’s First Teaching Excellence Framework

Dr Freeha Azmat, Associate Professor (Reader) in the WMG at the University of Warwick, is serving as Co-Principal Investigator (Co-PI) on a landmark international project to develop Pakistan’s first national Teaching Excellence Framework (TEF).

The initiative is led by King’s College London (PI) and funded by the British Council in partnership with the Higher Education Commission (HEC) Pakistan. It aims to establish a national framework to evaluate and enhance teaching quality, student experience, and graduate outcomes across Pakistan’s universities impacting more than 2.3 million undergraduate students nationwide.

Building on Warwick’s global leadership in teaching excellence

As a Gold-rated university across all categories in the UK Teaching Excellence Framework (TEF) 2023, Warwick is sharing its experience in teaching evaluation, data-informed enhancement, and student-centred learning to help shape the new framework for Pakistan.

In 2024, Warwick hosted a delegation of Vice-Chancellors, Deans, and senior leaders from Pakistan, including representatives from HEC Pakistan and the British Council. The visit provided opportunities for knowledge exchange and learning from the UK’s TEF model.

Dr Freeha Azmat, Co-Principal Investigator, University of Warwick explained:

“This project is a powerful example of international collaboration for educational impact.

By sharing expertise and best practice, we are helping to create a framework that celebrates and strengthens teaching excellence at a national level in Pakistan.”

A collaborative effort for national transformation

The project brings together leading UK universities — King’s College London (PI), the University of Warwick, University of Birmingham, Aston University, and the University of Wolverhampton, Office for Students working in partnership with HEC Pakistan and the British Council.

Under the co-leadership of Dr Tabbi Wilberforce from KCL and Dr Freeha Azmat from Warwick, we are contributing to the design of a transparent, evidence-based model that promotes teaching excellence, student success, and institutional accountability across Pakistan’s higher education landscape.

Looking ahead

Warwick’s participation reflects the University’s commitment to global partnership, educational innovation, and knowledge exchange. Through this collaboration, Warwick continues to advance international dialogue on teaching excellence and contribute to sustainable improvements in higher education quality worldwide.
