The book contains the papers presented at the workshop and also texts on teaching electronic government sent by professors from the Universities of the Republic of Montevideo (Uruguay), Havana (Cuba) and La Plata (Argentina), which are members, together with the Spanish Universities of Zaragoza, Burgos and Valladolid, Queen's University of Belfast (United Kingdom), Münster (Germany) and the Diego Portales University (Chile) of an ALFA network on electronic government (2003-2006).
