And before?
Of course people have actually exercised their autnomy from the earliest times of second language learning, though references to 'autonomy' in the professional literature on language teaching and learning seem to have only started in the early to mid-1970s (at CRAPEL in Nancy, France: see this short article). And the late 20th - early 21st century 'autonomy movement' has many antecedents (see Benson 1997 - reference above - and Smith, R.C. 2002. 'Autonomy, context and "appropriate methodology"').
