Project overview
The project compares the regulatory ‘bureaucratic response’ model to terrorism in two European democracies (Norway; UK) at a time of rapid technological change. Societal security is understood as the ability of society to maintain its essential character and values during and after critical events. The analytic focus is on how legislation and regulatory techniques (‘law’) balance ideas of the ordinary and the extraordinary - investigating the ripple effects on rule of law principles and attendant ideas of citizenship and rights, and on conceptualizations of societal security – in particular the relationships between resilience, preparedness and legal accountability.
