"Geoengineering, Climate Governance and Climate Justice"
Geoengineering has generated an intense ethical debate that shows no signs of abating. Although there are numerous technologies for engineering the climate, I focus on albedo or solar radiation management techniques because they are generally considered to be most risky. The central arguments in this paper are, first, that albedo management techniques are currently technologically immature and too risky to be deployed. Mainstream opinion indicates that they might compound rather than alleviate the impacts of anthropogenic climate change on human rights. Second, no adequate international governance structures for regulating geoengineering. Third, geoengineering constitutes a moral hazard.
