'Controlling the Arms Trade: Fundamental Questions'

This paper seeks to identify the basis of objections to the arms trade. It rejects as over-simple the view that all transfers of conventional arms should be abolished, and argues that, in an international order of competing states, some system of arms transfers is inevitable, necessary, and even desirable. It seeks instead to identify the grounds on which certain transactions should be regarded as morally unacceptable and/or politically dangerous. It highlights five of these and seeks to illuminate the moral and policy dilemmas involved in each, by reference to particular case studies.
