Kene’s research examines Kenya’s national digital identification system and its implications for social inclusion and access to services, with particular attention to how digital identity infrastructures mediate access to healthcare and other public services for marginalised communities.

Kene’s work sits at the intersection of digital governance, human rights, global health law, public law and socio-legal studies. Before joining Warwick, Kene worked in legal practice, civil society, and multilateral agencies on issues including HIV and human rights, stigma and discrimination, rights-based digital health, refugee protection, legal reform, and the governance of public systems.

At Warwick, his broader research interests include digital public infrastructure, legal identity, digital governance, data justice, law and development, and the institutional conditions under which rights are accessed or denied in practice.
