These pages provide access to the Coventry City of Culture 2021 Performance Measurement and Evaluation Strategy.

This strategy was developed in partnership with both Universities, the Coventry City Council and the Coventry City of Culture Trust. At its heart is a Theory of Change for evaluating the cultural, social, economic and health and wellbeing and other impacts of the City of Culture 2021 programme and activities on the City and its people. The planned outcomes of the Theory of Change drive the work and planning of the City of Culture Trust in preparation for 2021. From the Universities’ perspective, wider research and engagement should be similarly tied to the outcomes, so that impacts can be captured and curated as part of the wider PM&E project.

There will be regular interim reports which will be published here with the next major reporting milestone in 2024.

Performance, Monitoring & Evaluation Strategy

UK City of Culture 2021 aimed to engage the youthfulness and diversity of the city in its cultural offer and shaping and leading the city.The City of Culture Trust was established in 2015 to lead Coventry's successful bid for the title. To ensure the programme met local and regional needs and is evidence-based, the City of Culture Trust developed a proactive Performance Measurement & Evaluation Strategy based on a theory of change. Evaluation falls under the remit of the University of Warwick and Coventry University, and has been designed to assist the Trust in assessing the performance of initiatives from preparations, events in 2021 and beyond to a legacy evaluation in 2024.
