Words used in the Charter and Statutes have the same meaning in the Ordinances.

Words that are in the singular also include the plural and words in the plural also include the singular unless the context clearly indicates otherwise.

Words used in the Charter and Statutes or the Ordinances have the same meaning in the Regulations unless the context clearly indicates otherwise.

(4)

The Ordinances will be interpreted in such a manner as not to conflict with the Charter and Statutes.
