Regulations governing Admission to the University

Scope

This regulation sets out the conditions and requirements for admission to a course of study for an award of the University.

The power of the Senate laid down in Ordinance 5.1(2) to regulate the admission of persons to programmes of study shall be delegated to the Provost. The Provost may assign a nominee(s) as required to ensure effective discharge of this regulation. To regulate in this context can refer to individual applicants and/or to broader decisions applied to groups of applicants, at any stage of the application process.

6.1 Regulations Governing Admission to Undergraduate Degrees (including integrated masters)

(1) To qualify for admission a candidate must fulfil the University Admission Requirements, and where applicable, the additional course requirements, as approved by the Senate.

(2) The following will also be eligible for selection for admission:

(a) Applicants who do not satisfy the requirements set out in paragraph (1) above, but whose academic qualifications are deemed by the Provost, acting on behalf of the Senate to be equivalent to any of those listed.

(b) Other applicants who do not satisfy the requirements set out in paragraph (1) above, but who exceptionally are deemed suitable by the Provost.

(c) Applicants for Degree Apprenticeships who do not satisfy the requirements set out in paragraph (1) above but whose experience and qualifications meet the minimum entry criteria set out in the relevant Degree Apprenticeship Standard as published by the Institute for Apprenticeships and Technical Education and the additional course requirement, as approved by the Senate, where relevant.

6.2 Regulations Governing Admission to Higher Degrees (as listed in Regulation 37 for Taught and 38 for Research Degrees)

(1) A candidate for a higher degree will normally be an Honours graduate or equivalent. A candidate must fulfil the University Admission Requirements and any additional course requirements as approved by the Senate. Other persons whose qualifications are deemed suitable by the Provost may be accepted as candidates for Higher Degrees. A candidate must submit satisfactory evidence of their ability to undertake the course proposed.

(2) Applicants for Degree Apprenticeships who do not satisfy the requirements set out in paragraph (1) above will also be eligible for selection for admission where their experience and qualifications meet the minimum entry criteria set out in the relevant Degree Apprenticeship Standard as published by the Institute for Apprenticeships and Technical Education and the additional course requirement, where relevant.

6.3 Regulations Governing Admission to Courses of Study

(1) A candidate will not normally be admitted where the total load of all courses pursued by the candidate exceeds one full-time equivalent load, including study at other higher education institutions at any one time. There are exceptions to this, which include:

(a) Candidates registered for a higher degree by research required under Regulation 38).

(b) Candidates recommended by their departments to pursue an additional approved course of study.

(c) Candidates registered for Open Studies Certificates in addition to one other course of study, and candidates registering for no more than 40 credits of additional study whose admission has been approved by the Provost.

If a candidate’s total study load exceeds one full-time equivalent and does not fall within the above exceptions, their admission must be considered by the Provost.

(2) Rejection or Refusal of Admission

(a) All undergraduate and postgraduate applications to the University which are to be rejected shall normally be considered by more than one member of authorised staff except in cases where:

(i) the academic qualifications offered by the applicant for consideration for admission do not meet the specific minimum requirements for the course as laid down by the University

(ii) documented selection criteria and a rejection threshold have been set for the course and the application falls below this threshold.

In such cases, applications may be rejected by a single member of authorised staff.

(b) Where relevant information of a non-academic nature concerning a candidate for admission to the University may justify rejecting the application or revoking an existing offer, the application must be referred to the Committee on the Admission of Students to Courses of Study. Such relevant information may include:

(i) activities outside of the law

(ii) anything done or said by the applicant which prima facie presents a clear and immediate danger of infraction of the law, such as violence or threat of violence to persons or serious damage of property

(iii) anything done or said by the applicant (in person or online) that could be considered a breach of our Principles, Dignity at Warwick Policy or Regulation 23 Student Disciplinary Offences.

This referral process does not apply for degree courses listed in Appendix A of the Regulation for the Determination of Fitness to Practise (Regulation 34); such cases shall instead be referred in the first instance to the relevant Fitness to Practise Panel.

(c) In cases where an application contains fraudulent or misleading information such as misrepresentation of qualifications or omits relevant information (such as previous study or outcomes), and this is identified before an applicant’s enrolment at the University, the case must be referred to the Chair of the Committee on the Admission of Students to Courses of Study to determine whether the application should be rejected or an existing offer revoked.

Where such information is identified after the enrolment of that candidate, the case shall be referred to the Chair of the Committee on Admission of Students to Courses of Study to consider whether the student should be required to withdraw from their course of study, as provided for under Regulation 36: Student Registration, Attendance and Progress.

The Chair may delegate this authority to the Director of Admissions.

(d) Where an application for a degree course listed in Appendix A of Regulation 34 raises issues relating to the fitness to practise of a candidate in the relevant profession not included in 3(b)-(c) above, the application shall be referred to the relevant Fitness to Practise Panel as set out in Regulation 34 for the Determination of Fitness to Practise prior to any consideration by the Committee on the Admission of Students to Courses of Study.

(e) All applications for candidates with a known disability or serious health issue will be referred to the University's Wellbeing Support Services to ensure that appropriate support is given to the candidate and to consider the necessary adjustments to be made should the candidate become a student at the University. In parallel, these applications will be considered in line with the standard procedure for the course applied for. as per 6.1-3 above. Applications will be referred to the Committee on the Admission of Students to Courses of Study in the following cases:

(i) where it may not be reasonable for the University to make the necessary adjustments required for an individual candidate to be successful on their chosen degree course, or

(ii) where further consultation is required to ensure appropriate adjustments can be made.

Applications for degree courses listed in Appendix A of Regulation 34 shall be referred to the relevant Fitness to Practise Panel as set out in Regulation 34 where an application raises issues relating to the fitness to practise for a candidate in the relevant profession.

(f) The Vice-Chancellor may, with the informed concurrence of the Senate, refuse to admit any person as a student of the University without assigning any reason, as set out in Ordinance 3.2.

(a) A Committee on the Admission of Students to Courses of Study will be convened as required and appointed on behalf of the Senate from a Panel, to include a Pro Vice-Chancellor, the Director of Admissions (or nominee), the Director of Conduct and Resolution (or nominee), and at least two further members drawn from a Panel of members approved annually by the Senate on the recommendation of the Faculties. Panel nominees from the Faculty of Science, Engineering and Medicine, shall include a member of academic staff from the Warwick Medical School.

(b) Candidates shall have the opportunity to access and comment on the full evidence being considered by the Committee (or in cases referred under 3(d) above, the Chair) regarding their case before a decision is made, unless the Committee (or in cases referred under 3(d) above, the Chair) decides that any such evidence should not be disclosed, for example on the grounds of confidentiality or prejudice to the candidate or any third party; likewise, any written comments provided by the candidate may be made available to the respective departmental course selector for their comment.

(c) Except where it is stated in the decision of the Committee, candidates will not be barred from being considered for admission to a course of study at the University in future, and in cases where such an application occurs, the case will be considered by the Committee on the Admission to Courses of Study and, where appropriate, the relevant Fitness to Practise Panel.
