At the beginning of academic year 2024/25, the CCSG Steering Committee was disestablished and CCSG Management Board set-up, to report into the Financial Plan Committee.

Terms of Reference

The CCSG Steering Committee is responsible for the strategic development and oversight of the Group portfolio in line with University Strategy and the delivery of the performance and financial objectives set by the FGPC and FPC, with delegated authority to approve:

  1. Additional expenditure on CCSG projects in the Financial Plan, or that have previously been approved by FGPC, up to £0.5m.
  2. New capital/and or revenue expenditure on CCSG projects outside of the Financial Plan, up to £0.5m.

Noting that:

  1. There is an aggregate approval cap per annum to be determined by FPC on behalf of FGPC.
  2. Draft reports and business plans, which fall outside these parameters, will be forwarded where appropriate to the FGPC (or other relevant University Committee).

To oversee: 

  1. The strategic development of the CCSG portfolio, with a particular focus on:
  • Delivery of strategy and supporting initiatives (including capital spend management);
  • Progression of new business;
  • Progression of Warwick-wide strategic pillars (e.g. sustainability, inclusion etc);
  • Development of capital spend review process, including benefits capture).

To utilise:

  1. Dashboard/ balanced scorecard methodology to strategically manage the performance of CCSG.

To receive and challenge:

7.The five year financial forecasts of the Group and recommend the CCSG Five Year Plan to FPC on an annual basis.

Reporting Structure

The CCSG Steering Committee is an associated Committee of FGPC.

Papers for consideration by the CCSG Steering Committee should be submitted to the Secretary two weeks in advance of the meeting at which they are to be considered. Templates for reports should be requested from the email above.
