Terms of Reference
Purpose:
To provide strategic oversight, guidance, and strategic direction on matters pertaining to People, policy, procedure and practice within the University. The Committee's primary focus is on developing and implementing People policies, practices, and initiatives that actively promote our values and inclusive culture, a positive employee experience and employee engagement, talent management and recruitment, organisation design, workforce planning and staff well-being.
To approve:
- The development and implementation of People policies, procedures and practice that align with contemporary and best practices, legal requirements, and the values, behaviours and strategic objectives of the University.
- Guidance and support in developing and implementing effective workforce planning strategies, including talent acquisition, development, retention and succession planning.
- The development and implementation of initiatives that promote an inclusive culture, proactive staff engagement, professional development and performance management.
- The promotion of diversity, equity, and inclusion throughout the University's workforce, ensuring inclusive leadership, behaviours, policies and practices that foster a supportive and respectful work environment.
- Recommendations from the University Health and Safety Executive Committee related to employee well-being and health and safety in the workplace.
- The establishment of key People metrics and benchmarks, monitor People-related data, and provide reports to UEB on the People function KPIs, performance, trends, and recommendations for improvement.
- Measures to ensure compliance with relevant employment laws, regulations, and industry standards, and advise on any required changes to People policies or practices.
- The establishment and monitoring of processes for academic staff (below the level of Professor) relating to:
a) Annual review / appraisal
b) Confirmation of appointment to Associate Professor on satisfactory completion of the period of probation
c) Academic Promotions
- Organisational change proposals, ensuring alignment with the University's operating model and organisational design principles, subject to delegated authorities.
- The establishment of new departmental bonus schemes in line with the University’s Bonus Framework (in development).
To recommend to UEB:
11. The Remuneration Strategy and associated performance-related pay schemes and bonus schemes, of the University for staff at grades 1 to 9 inclusive and any major changes to associated employee benefits structures.
12. The University’s Pay Gap reports for Gender, Ethnicity and Disability.
To recommend to Senate (in line with delegated authorities):
13. Organisational change proposals related to the structure of academic departments or faculties, ensuring alignment with the University's operating model and organisational design principles.
To receive reports as required from:
- People Strategy Implementation Programme Board
- University Health and Safety Executive Committee
- Joint Consultative Committee
- Social Inclusion Committee (under review)
- Social Inclusion Strategy Committee
- Appointment of Heads of Department Advisory Group
- University Professorial Promotions Committee
