Project Produces A Working Paper on the Police, Crime, Sentencing and Courts Bill 2021

Professor Heath-Kelly has produced a working paper on the implications of the PCSC Bill for mental health, civil liberties, and the securitisation of those deemed 'risky' potential terrorists. The paper considers the dubious category of the 'terrorist risk offender', who has never committed a terrorism offence, yet will have stringent licensing conditions applied to them in the community. The paper also considers the involvement of MI5 and counterterrorism police on MAPPA panels, and the extended reach of the security services into psychiatric hospitals. Professor Heath-Kelly expert speaker on Prevent and Safeguarding

On 14th September 2021, Professor Heath-Kelly gave evidence to the People's Review of Prevent as an expert speaker on Prevent and Safeguarding. The People's Review of Prevent has been organised as a parallel review of the Prevent Strategy, after concerns about the impartiality and remit of the Government review.

Medact Report of which PAIS' Charlotte Heath-Kelly is a co-author

On 19th May 2021, the first output from the Neoliberal Terror project was released. The co-authored report (with MedAct and Dr Younis of Middlesex Uni) exposes the secretive 'vulnerability support hubs' in operation in the UK since 2016. Exploring the ethical issues associated with co-locating psychiatrists in counterterrorism policing units, the report reveals that racialised Muslims are 23 times more likely to be referred to the Hubs than white people.

CHK presentation to Jean Monnet Network on EU Counter-Terrorism

On 26th April 2021, Charlotte Heath-Kelly presented the Neoliberal Terror research project - and its early findings - to the Jean Monnet Network on EU Counter-Terrorism. The network brings together Dublin City University, the University of South Wales, UWE Bristol, Cardiff University, Augsburg University, Egmont Institute in Belgium, the University of Maastricht, the University of Pisa, CIDOB Barcelona and the University of Deusto Bilbao in Spain, the University of Iasi, Prague Metropolitan University, the IDC Herzliya in Israel and the University of Jendouba in Tunisia.

Sadi Shanaah appointed by the Commission for Countering Extremism

We are delighted to announce that Sadi Shanaah, a member of our project team, has been appointed by the Commission for Countering Extremism to its newly founded Academic-Practitioner Counter Extremism Network (APCEN). The network, which meets every two months, brings together leading academics in counter-extremism to help align policy, practice and research. Sadi is one of 14 academics that participate in APCEN. The network helps to disseminate existing evidence in the field of counter-extremism as well as expanding the evidence base, identify gaps in the understanding of extremism and counter-extremism and support future research.

12th August: Presentation to the government's independent Commission for Countering Extremism.
