Clusters

Clusters represent a top-down approach through which the European Commission seeks to take forward the current societal challenges and industrial technologies, addressing EU and global policy challenges.

Pillar 2 calls are organised under six clusters - with a supporting area, 'JRC actions'- and crosscutting Missions, 'MISS' calls.

The pillar promotes interdisciplinary, cross-sectoral, cross-policy, cross-border and international cooperation. Each cluster contributes towards Sustainable Development Goals (SDGs). The calls under Pillar 2 also address Europe's competitiveness in technology, embracing challenges which require interdisciplinary solutions and activities spanning research to innovation.

Most calls for proposals under Pillar 2 are addressed through collaborative, multi-national/multi-partner Research and Innovation Actions (RIA) or Innovation Actions (IA), with either a one- or two-stage application process. There are also Coordination and Support Action (CSA) topics, with a single stage application process.



Missions

Mission calls- call ID beginning with prefix 'MISS'- are a novelty of Horizon Europe. They aim to deliver concrete results by 2030, in the process supporting Europe’s transformation into a greener, healthier, more inclusive and resilient continent.

There are five Missions and these are located in Pillar 2 and are also implemented through the above-mentioned six clusters. However, they are also expected to have close links with other programme areas under Pillar 1 ‘Excellent Science’ and Pillar 3 ‘Innovative Europe’.

Mission calls fund very large projects (usually exceeding 3 Mil Eur) expected to be implemented with diverse actors, from research institutions, to businesses, local/regional/national authorities and the civil sector and they are expected to bring concrete change on the ground at levels ranging from the local, regional, national and international.
