After the success of its first iteration (2024-25), the Seed Fund is now open to apply to for a second year (2025-26).

The Warwick Horizon Europe Seed Fund has been set up to encourage and support Warwick academics and researchers to engage with Horizon Europe, the world's largest Research and Innovation programme. This is in the context of the UK becoming associated to Horizon Europe in January 2024, making UK entities eligible to be funded directly by the European Commission and to lead projects as coordinators.
Please note the ineligible calls, these are specified under Route 1: Collaborations
There are three routes available under the Seed Fund:
Route 1 aims to facilitate collaborations between Warwick academics and their counterparts based at institutions eligible for Horizon Europe funding in order to pump-prime one or more applications to Horizon Europe calls. The collaborators may be either known or unknown to the Warwick applicant at the time of the application provided the proposed collaborators are aware of and endorse the Seed Fund application.
Applicants must have concrete plans to apply to one or more Horizon Europe calls and the call(s) must be identified, giving the Call name and Call ID in the Seed Fund application.
Eligible calls
All calls from the following funding schemes are eligible for these purposes:
MSCA;
Research Infrastructures;
Pillar 2;
Pillar 3;
WIDERA.
Additionally, the ERC Synergy Grant, the ERC Proof of Concept following on from an ERC Synergy Grant and the ERC Plus Grants are also eligible funding calls.
All applicants to the Seed Fund, including the Warwick applicant, must be eligible to apply to their selected Horizon Europe call(s).
Ineligible calls
The following calls are ineligible for these purposes:
ERC Starting Grant;
ERC Consolidator Grant;
ERC Advanced Grant;
ERC Proof of Concept Grant following on from an ERC Starting, Consolidator or Advanced Grant.
These calls support individual Principial Investigators and do not fund consortia, hence they are outside the scope of the Seed Fund.
Further requirements
Applicants under Route 1 should be able to justify as part of their Seed Fund application in what ways the award is going to pump-prime their application(s) to the identified Horizon Europe call(s). Applications to the latter call(s) should then include all of the Seed Fund collaborator(s).
Route 2 aims to facilitate the in-person attendance of Warwick applicants at Brokerage Events which have the primary aim of identifying partners to apply with jointly to Horizon Europe calls listed under the 'Eligible calls' under 'Route 1: Collaborations' (see tab above).
Examples of eligible Brokerage Events include those organised by the European Commission for each of the six Clusters under Pillar 2; WIDERA; Research Infrastructures and MSCA. The Info Days are eligible for funding to attend in-person as long as they also include one or more Brokerage Events the applicant(s) intend to attend. The applicant(s) main purpose for attending should be to make connections to apply jointly to one or more of the topics/calls for discussion at the Brokerage Event(s).
The Innovate-UK organised Horizon Europe Brokerage Visits 2025/26Link opens in a new window are also eligible for this purpose provided the application demonstrates no funding from Innovate UK is available (Innovate UK already funds costs for in-person attendance for one representative from each organisation).
Other Brokerage Events where the applicant(s)' primary purpose for attending is to make connections to jointly apply with to an eligible Horizon Europe Cluster/topic/call (see the 'Eligible calls' under 'Route 1: Collaborations') may also be eligible as long as the targeted Horizon Europe Cluster/topic/call is clear from the event description. The eligibility of such events will be assessed on a case-by-case basis. The Seed Fund application should specify in as much detail as possible the Horizon Europe Cluster/ topic/ call the event will lead to applying to.
Other events like meetings, conferences, seminars, workshops, general networking are ineligible under this Route.
Prospective attendees at Brokerage Events may consider applying to Horizon Europe calls in either a coordinator or a (EU-funded) consortium member capacity.
The in-person attendance of attendees from other institutions/ organisations may also be funded provided that the application demonstrates all of the below:
No alternative funding is available for their attendance from other sources;
There are concrete plans for their participation in the follow-on Horizon Europe proposal;
Their attendance is necessary at the Brokerage Event(s).
Route 3 provides funding to commission consultancy services to develop Horizon Europe proposal(s). As with Route 1, applicants must identify the Horizon Europe call(s) as part of their Seed Fund application. Eligible Horizon Europe calls are those identified under 'Route 1: Collaborations'.
Applicants under Route 3 should be able to justify as part of their Seed Fund application the need for a consultancy service to develop the Horizon Europe proposal and its added value for applying and securing a Horizon Europe project.
The definition of 'Consultancy' may be extended, on a case-by-case basis, to refer to a legal entity (such as an organisation/ institution) offering a comparable service of developing the proposal for a specified fee.
Call specifics
Seed Fund applications must be led by a Warwick academic or researcher. Academics/ researchers from other institutions are eligible to be added in a Co-Investigator capacity.
The maximum funding per award under Route 1 and Route 3 is £7.5K. The maximum funding per award under Route 2 is £3K. Smaller funding awards than the maximum indicated for each route are allowable. No minimum value applies.
All funds must be spent by 31st July 2026. No project extensions are possible past this date. Any funds unspent by 31st July 2026 will need to be returned.
All career stages are welcome to apply provided that applicants are then also eligible to apply to the proposed Horizon Europe call(s).
Funds should not be available for the proposed activity or activities from other sources or from other already funded projects. If during the duration of the Seed Fund project you are notified of a successful funding decision(s) which may lead to double funding the Seed Fund activity or activities, please inform the Seed Fund call manager (details below) at the earliest opportunity.
Route 1:
Cost of meetings, workshops, seminars or visits to the UK (incoming partners- provided not available from their own institution) or internationally (outgoing Warwick researchers) for proposal development with collaborators.
Travel, subsistence and accommodation for the activities in the above bullet point.
Cost of consultancy services to develop the Horizon Europe proposal(s). This may be one of or both ‘upfront’ and ‘success’ fees, provided these are not available from other sources such as departmental funds, other research grants and/or the Horizon Europe project if successful.
Route 2:
Costs for the in-person attendance of Brokerage Events. This may be one or more events. Attendees may be from either Warwick or Warwick and (an)other institution(s), subject to the full eligibility detailed under 'Route 2: Brokerage events'.
Travel, subsistence and accommodation (if required) for the event(s) in the above bullet point.
To be considered eligible, an event under Route 2 will be required to demonstrate that (one of its) primary aim(s) is to facilitate connections to lead to joint Horizon Europe proposals under a bespoke Cluster/ topic/ call. The Cluster/ topic/ call should be evident from the event description.
Funds for the in-person event attendance should not be available from any other sources which may reasonably be called upon to fund attendance.
Route 3:
Costs of consultancy (or equivalent legal entity) services to develop the Horizon Europe proposal(s). This may be one of or both ‘upfront’ and ‘success’ fees.
The eligibility of costs under this route is subject to demonstrating the fees are not payable from other sources such as departmental funds, other research grants and/or the Horizon Europe project if successful.
Ineligible costs under all routes include project-related equipment, research consumables, conferences, salary costs (staff), indirect and estate costs.
Ineligible costs under Route 2 include: meetings, conferences, seminars, workshops, general networking, events organised exclusively online.
Applications to consist of:
One summary CV of no more than 2 sides of A4. Note that the one Summary CV is per proposal, NOT per applicant.
The CV should include a summary of both the expertise and capacity of the Warwick applicant(s) and where known/ applicable, of each proposed collaborator.
Under Route 1 and Route 3, where consultancy services are costed, the Summary CV should additionally include a statement on the expertise and capacity of the consultancy service (or equivalent legal entity) used.
Please write the CV in Arial, Calibri or equivalent sans serif font of size no smaller than 10 pt.

Route 1:
Proposal quality: excellence of the Seed Fund project and academic track record of the applicants; the longer-term sustainability of the proposed collaboration(s). Alignment with the aims of Route 1.
The ability of the Seed Fund award to lead to (a) high-quality joint application(s) to the specified Horizon Europe call(s).
Well-reasoned and explained justification for the use of the consultancy service. The added value of the consultancy service for a successful Horizon Europe proposal [Only where a consultancy service cost is being claimed].
Route 2:
Well-reasoned and explained justification for attending the Brokerage Event(s), in line with the aims of Route 2. This should also make it clear that the primary purpose for attending is to make connections to apply to an identified Horizon Europe Cluster/ topic/ call.
The extent to which attending the Brokerage Event(s) is likely to lead to developing a successful Horizon Europe proposal to the identified Cluster/ topic/ call.
Route 3:
Proposal quality: excellence of the Seed Fund project and academic track record of the applicants; expertise and capacity of the consultancy service (or equivalent legal entity). Alignment with the aims of Route 3.
Well-reasoned and explained justification for the use of the service offered by the consultancy (or equivalent). The added value of the consultancy service (or equivalent) for developing a successful Horizon Europe proposal.
Successful projects can start immediately but no later than 2 months from successful outcome notification (applies to applications assessed at the December 2025 panel) or 1 month from successful outcome notification (applies to applications assessed at the March 2026 panel).
All project expenditure must be incurred before 31st July 2026. No project extensions are possible past this date. Any funds unspent by 31st July 2026 will need to be returned.
Award-holders may be contacted regularly to check their progress on incurring expenditure, to ensure adherence with the above deadline for expenditure and to check the outcomes of their Seed Fund projects including on making a follow-on Horizon Europe application. Award-holders are expected to engage in the monitoring process and to be responsive throughout this.
Award-holders should inform the Seed Fund Call Manager when they made the follow-on Horizon Europe application.
Award-holders may be required to submit a final short report to detail project expenditure and outcomes. The requirements for the report will be sent to award-holders when/ if the report is required.
