The collaborative partnership between WMG at the University of Warwick and the Azerbaijan State Oil and Industry University (ASOIU) stands as a powerful example of international academic cooperation aimed at addressing global challenges. Launched in January 2024, this innovative alliance focuses on delivering a bespoke MSc Renewable Energy programme, designed to develop a new generation of skilled engineers and leaders crucial for Azerbaijan’s transition to a sustainable, low-carbon economy. This dual degree, delivered through a flying faculty model, not only upholds the University of Warwick’s high academic standards but also meets the specific educational and credit requirements of Azerbaijan.
The opportunity: Building a sustainable future
Azerbaijan, a resource-rich nation in the South Caucasus, has an economy heavily reliant on oil and gas, which accounts for approximately 92% of its export revenue and over half of its state budget. Recognising this dependency, the Azerbaijani government has prioritised economic diversification, aiming to reduce its reliance on hydrocarbons and increase investment in the non-oil and gas sectors.
Significant steps have already been taken towards unlocking Azerbaijan’s vast solar and wind potential and by 2030, the government plans to increase the share of renewable energy in its domestic energy sector to 30%. This ambitious goal is actively supported by international bodies, including the Department for Business and Trade (DBT), International Financial Institutions (IFIs), and UK exporters, who are all keen to help Azerbaijan develop its clean energy sector.
It was within this context of national strategic priority that the Ministry of Science and Education of the Republic of Azerbaijan requested a programme that could locally develop workforce with advanced skills in renewable energy to pivot Azerbaijan’s future energy sector, whilst also reducing the over reliance of expatriate knowledge and skills. This presented a unique opportunity for WMG to engage directly, leveraging its world-leading education and research to help a fossil fuel-dependent country diversify its economy and decarbonise. The University of Warwick believes that transformation happens through knowledge exchange, training, and education.
The solution: A collaborative model for renewable energy expertise
In response to this national need, WMG partnered with the ASOIU to deliver a bespoke MSc Renewable Energy programme. This partnership began with the inaugural cohort in January 2024 and operates on a flexible “flying faculty” model.
The programme's structure ensures academic excellence and local relevance: WMG delivers a standard Warwick MSc, while ASOIU provides additional modules to meet local credit requirements, ultimately leading to a Dual Degree. A key feature of the programme is a summer school hosted at Warwick, where students undertake two credit-bearing modules and gain invaluable experience through field trips to renewable energy sites across the UK.
WMG’s "Embassy First" approach, involving direct engagement with UK Embassies overseas, was instrumental in securing diplomatic support from both governments, leading to this programme being held as an exemplar for UK – Azerbaijan education partnerships.
Impact and achievements
The WMG-ASOIU partnership has already demonstrated significant impact:
- Pioneering education: Warwick’s Dual Masters in Renewable Energy is recognised as one of the first of its kind in Azerbaijan, positioning the University as a key contributor to the country's transnational education (TNE) landscape.
- Long-term commitment: Through a relationship grounded in trust, transparency, and tangible success, the partnership has flourished, shifting from short-term deliverables to long-term strategic commitments for sustainable collaboration and mutual growth.
- Empowering diverse talent: The programme actively promotes diversity in the sector, with women representing over 50% of the second cohort.
- Strategic alignment: With the UK–Azerbaijan relationship advancing to a ‘Strategic Partnership’, the Warwick Dual Degree represents a cornerstone of this enhanced cooperation. Recognised for its strategic relevance, the programme is among six initiatives chosen for State Sponsorship by the Azerbaijani government.
- Shaping future leaders: The initiative is designed to train, educate, and upskill engineers, developing a future generation of leaders to support Azerbaijan’s transition to a low-carbon economy.
The future
The MSc Renewable Energy programme sits at the heart of a growing intergovernmental partnership between the UK and Azerbaijan, supported in Baku by the British Embassy and the British Council. By combining expertise from both nations, the programme strengthens a strategic relationship in which renewable energy and education are central to building a sustainable energy future. As Azerbaijan continues to play a vital role in delivering Caspian energy resources to the EU, the collaboration takes on even greater strategic importance.
Through such partnerships, WMG continues to demonstrate its commitment to addressing global challenges through education and fostering positive change on an international scale.
