The REF 2029 Open Access Policy consultation March 2024
The four UK higher education funding bodies have launched a consultation on the Research Excellence Framework (REF) 2029 Open Access Policy. The consultation will gather a deeper understanding of sector perspectives on key issues and impacts in relation to the policy proposals. Research England will engage with the sector through consultation events to allow attendees to hear more about the proposals. Details on the OA engagement events will be added to the REF 2029 website as they are finalised.
The REF 2029 Open Access Policy aims to outline open access requirements for the exercise. The proposed policy aims to:
- Embed progress in the sector for open access submission for journal publications, and,
- Introduces an open access requirement for long-form publications (books, edited books, scholarly texts and book chapters).

Once submissions have been collected they will be collated into a single central response that will be reviewed by the three Faculty Boards and Research Committee before submission to Research England. The main consultation closes on Monday 17 June 2024 and Research England intends to publish the final REF 2029 Open Access Policy towards the end of 2024.
