PES to PES dialogue: Profiling systems for effective labour market integration

IER contributed to a GHK-led project “PES to PES Dialogue”, commissioned by the European Commission to support Public Employment Services (PES) in confronting the challenges facing the functioning of EU labour markets. The project focuses on new forms of mutual learning between PES to support them in anticipating new trends and needs requiring adjustment of service offer and/or of business models. Jenny was commissioned to write an expert paper on skills profiling (particularly soft skills), which was presented as the keynote presentation at the “PES to PES Dialogue” conference in Brussels in May, 2011 entitled “New approaches to profiling”. A particular focus of the paper is the implications for PES practitioners of new developments in service delivery.
