ICT developments and the provision of labour market mobility-related services
Technology has rapidly developed in the last decade and the European Commission and national public employment services have integrated some of these developments into their delivery of support, placement and information services. These include labour market information services for public employment services, matching services for employers and jobseekers, e-portfolios and job search assistance tools that use real-time information. While incorporating new ICT developments into existing approaches can lead to more efficient, effective and transparent ways of working, this requires buy-in from a range of stakeholders. In addition, European labour market tools, such as the European Job Mobility Portal (EURES) and the European Skills, Competencies, Qualifications and Occupations (ESCO), also need to incorporate innovations in ICT to ensure that they remain relevant to users’ needs and function effectively. This also includes understanding how ICT tools can maximise the opportunities resulting from open data initiatives to improve labour market information.
How ICT developments can influence the provision of mobility-related services was discussed at a seminar organised by the European Employment Policy Observatory (EEPO) on behalf of DG Employment, Social Affairs and Inclusion, Unit D.1 (Free movement of workers and EURES). To support the seminar, Sally-Anne produced an input paper to guide discussions and highlight key questions. A report on the seminar was also produced by Sally-Anne, which provided an overview of the seminar discussions and outlined policy recommendations.
