Additionality in apprenticeships and work-based learning

The overall aim of this project, led by Cambridge Econometrics, is to undertake an assessment of data and methods aimed at improving the analysis of additionality in publicly-funded Further Education and Skills provision. It will also specify a comparison group study that will enable BIS to decide how best to further develop the evidence base in this area.

The project aims to systematically: review the evidence and data; develop a typology of comparison groups; develop specifications for further assessment; further assess the feasibility of linking datasets and the adequacy of the datasets to implement statistical analysis; and then specify and cost a recommended comparator group study.
