DLHE consultation summer 2016

National consultation: DLHE

A national consultation has been launched to consider what data should be collected on the employment circumstances of UK university graduates. The main source of data is currently the Destinations of Leavers from Higher Education survey (DLHE).

The consultation represents a fundamental review and any changes could have a significant impact at Warwick. The DLHE results are used in the main University league tables and will form part of the proposed TEF assessments linked to HE funding.

What the consultation covers

The consultation covers four key areas:

  • Linking data from other sources (eg HMRC for salary data) and using a survey to collect data only the graduate could provide
  • A review of what DLHE should collect, including new questions for self-evaluation of what equals a successful outcome
  • A review of the date of the DLHE survey (currently six months after completion)
  • Considering the benefits of centralising the DLHE survey, rather than institutions carrying out the survey themselves

How you can contribute

The University Steering Committee will be submitting a response to the consultation and your views would be very much appreciated. The survey below summarises the key themes. Please answer as many questions as you can, but do not feel you need to answer every question if you don’t have a view.

What should a survey cover?

2. If some data about graduate outcomes can be gathered through data linking (eg salary for UK graduates/details of further study), do we need a survey like DLHE? Further details: Consultation question 7.
3. If the survey no longer needs to ask for salary details of UK graduates (ie because of data linking), should it still ask for salary details of graduates resident overseas? Further details: Consultation question 56 and 67.
4. Do you agree with the high-level scope of topics for a survey:
  1. Types of activity: employment, study, travelling, etc. (all, and the most important one).
  2. Employment (including the job title, duties, salary, employer and location, motivations and how the role was accessed). This section accounts for the majority of the survey. The Standard Industrial Classification of the employer and Standard Occupational Classification of the role is derived from this section.
  3. Further study (what is being studied, where and how funded).
  4. Questions that identify graduates working in regulated professions (for linking purposes).
  5. Questions about the HE experience and preparedness for future activity.

When should a survey(s) take place?

6. Graduates are currently surveyed six months after completion and at 3 ½ years. Further details: Consultation questions 14-16 and 112.
i. Could a single survey point work?
ii. If a single survey were to be used, when should it take place?
iii. If multiple surveys were to be used, at what points?

Should the survey be centralised, rather than HE institutions collecting/coding the data?

7. Do you think a central survey would provide more demonstrably robust results? Further details: Consultation questions 19 and 20.
8. Where should we strike the balance between lowering costs and increasing the value of data? Further details: Consultation question 106.

Should the survey collect alternative measures of graduate outcomes?

9. Please indicate your level of support for the development of an approach to measuring outcomes of graduates based on student engagement data. Further details: Consultation question 32.
10. Please indicate your level of support for the inclusion of a Net Promoter question in a survey of graduates. Further details: Consultation question 34.
11. Please indicate your level of support for the development of an approach based around measuring subjective wellbeing in a future survey of graduates. Further details: Consultation question 38.
12. Please indicate your level of support for the development of a measure of attribute or skills usage, outside of a direct employment context, in a future survey. Further details: Consultation question 40.
13. Please indicate your level of agreement with the proposal to develop a skills-based approach in a future survey of graduates [measuring use of skills in the workplace]. Further details: Consultation question 74.
